The National Action Plan against Poverty and Social Exclusion recognises the different characteristics between urban and rural areas in the context of poverty and social exclusion.
It accepts that “to tackle the problems of poverty and social exclusion in rural areas requires the provision of adequate employment and support services, together with access to the required services and infrastructure and the empowerment of local communities”.
Rural social exclusion can be most effectively addressed by involving people in making changes to their own communities. County Wexford Partnership recognised the similarity in this approach and the theory of Local Agenda 21 in addressing the needs for
sustainable development.
Both of these concepts recognise the need for action on a local scale, involving local people, developing local solutions.
County Wexford Partnership used this idea to develop a Model Sustainable Rural Community in the Clonroche, Newbawn and Raheen (CNR) communities.
